Yossi is a clinically active Family Physician, a serial entrepreneur and considered a Key Opinion Leader in the fields of e-health, m-Health & Tele-Care. He founded and managed Clalit Health Services Digital Health division which led the nationwide transformation of the Israeli healthcare system from a pen and paper based one to a fully digitalized one. Clalit Health Services is the second largest Health Maintenance Organization in the world. Yossi was a founding team member of several successful digital health startups that have grown in aggregate value from single digits to $160M+ in the last four years, among them Tyto, Medisafe, and Sweetch. Dr. Bahagon serves as an advisory board member of Biocat’s Digital Health Accelerator in Barcelona, Editorial Board Member of the UK eHealth Law & Policy Journal, and a mentor at Microsoft’s Think-Next Accelerator and the brain-tech accelerator Brainnovation. Yossi co-founded Qure following the acquisition of Luminox – a digital health start-up hub that he also founded, which serves leading international pharma, healthcare providers, and insurance companies. Yossi served as a lecturer in the fields of Evidence-Based Medicine and Digital Health at the Hebrew University, Hadassah and Ben-Gurion Medical Schools.

Allen is the co-founder and managing partner of OurCrowd Qure, Israel’s first exclusively focused digital health fund. Qure invests in exceptional early stage digital health companies, focusing on technologies that significantly improve quality of patient care and health services, reduce costs of healthcare delivery, create transparency of information, and empower consumers to make better health choices. Prior to this venture, Allen co-founded Humedica, which was sold in 2013 to UnitedHealth (NYSE: UNH – the largest US health insurer) for one of the largest digital health exits. At Humedica, Allen was Vice President of Corporate Development and Marketing, responsible for the company’s strategic partnerships, branding, marketing, and new business opportunities. Most recently, Allen served as the Chief Commercial Officer at Optum Analytics, leading commercialization efforts of analytics software solutions to health care providers and payers. (Optum is the $80B+ healthcare service arm of UnitedHealth Group). Under his leadership, the award-winning Optum One™ became the population health standard solution in the U.S. market, purchased by health care provider organizations treating over 80M patients. Before founding Humedica, Allen was a Director at healthcare investment bank, Leerink Swann, and a Director of Decision Support at Biogen – leading forecasting, market research, managed care analyses, sales force ‎design and compensation plans, and manufacturing projections for a $5B global biopharma ‎portfolio. With nearly 25 years of health care experience, Allen began his career as a reporter for The Pink Sheet, covering pharmaceutical industry issues at the FDA and Capitol Hill.

Dr. Bracha Halaf joined Qure after serving for 4 year as the Chief Scientist of the Israeli Ministry of Energy. She brings with her a vast experience of working with local and international startups, research institutes, industrial and governmental agencies promoting the implementation of innovative technologies in various fields. Bracha was a Board member of the U.S.-Israel Binational Science Foundation and the U.S.-Israel binational Industrial R&D foundation; Chaired the Advisory Committee for 3 National Research Institutes; and was a member of the Natural Gas Authority Council. Dr. Halaf holds a PhD in Biophysics from the Weizmann Institute of Science, and M.Sc. & B.Sc. in Chemical Engineering from Ben-Gurion University of the Negev. She also graduated a Senior Leadership Program of the Wexner Foundation, from the Kennedy school at Harvard University. Bracha is a member of the Industrial committee of the National Council for Advancement of Women in Science and Technology.
